“A public library board has the power to appoint a CEO, according to the Ministry of Heritage, Sport, Tourism and Culture Industries. The CEO is a library board employee and not a municipal employee, and should report to the board and not the municipality, it says.”

“Stephen Abram, Shelagh Paterson and Anne Marie Madziak were invited by the Pelham Public Library Board to participate in an expert panel at their open Board Meeting with the Pelham Mayor and CAO.

Stephan Abram, executive director of the Federation of Ontario Public Libraries, said municipal councils need to follow all laws in the province. Moving ahead in the direction pitched by Junkin and Pelham council would be a violation of the libraries act, and in turn, the Municipal Act.
