FOPL membership connects Ontario’s public libraries through a shared commitment to advancing the sector at the provincial level.
As a member-based organization, FOPL brings together library boards, leaders, and partners to strengthen advocacy, share knowledge, and support coordinated action across communities of all sizes.
Membership is both a contribution to the collective voice of public libraries and an investment in the tools, resources, and relationships that support local impact. Benefits include:
- Updates on sector priorities and advocacy efforts
- Access to members-only resources, including advocacy, training, and research materials
- Complimentary access to training sessions and seminars
- Participation in working groups and sector initiatives
- Representation through caucus-based governance structures
- Access to FOPL staff for consultation on local advocacy and library-related issues
- Access to sector data, including the annual FOPL Data Report
- Voting rights at the Annual General Meeting
Member Classes
FOPL offers several membership categories to reflect the range of organizations involved in Ontario’s public library sector.
- Library Members: Public library boards, bodies deemed by legislation to be such a board, First Nations’ Chiefs and Councils, and/or public libraries existing as committees of council in Ontario, as defined by the Public Libraries Act (Ontario) or other applicable legislation
- Associate Members: Organizations that support the objectives of FOPL and the broader library sector
- Former Library Leaders: Individuals with experience in library leadership who support the work of FOPL
Fee Schedules
Membership fees are scaled based on library population size, ensuring equitable participation across communities. The fee schedule as of 2026 is as follows:
- First Nations Public Libraries: $50
- Population under 5,000: $75
- Population between 5,000-15,000: $150
- Population between 15,000-30,000: $900
- Population between 30,000-50,000: $2,000
- Population between 50,000-100,000: $3,250
- Population between 100,000-250,000: $5,500
- Population between 250,000-500,000: $7,500
- Population over 500,000: $10,000
