This week, we have a report on the vital measure of our cost/expenditure performance and comparisons – expenditures per capita and expenditures per cardholder for each of the 304 Ontario public libraries we have focused on. This is just another kind of “per capita” and one that tries to capture the actual service investments in public libraries. We know from the various value of the public library studies that the actual value performance (quantitative, qualitative / social and economic) of public libraries far exceeds its cost
