Study says Ottawa Public Library generated 417 per cent return on investment in 2015

The Ottawa Public Library vision is to build community and transform lives.  As a valued community resource, how well we perform at realizing this vision involves analyzing more than traditional metrics such as library usage and operational efficiency.  It means measuring the impact the OPL is making for the citizens of Ottawa.

 

I am pleased to share with you the results of a study to analyze the economic benefits of the Ottawa Public Library.  The study used a methodology developed for Toronto Public Library by the Martin Prosperity Institute at the University of Toronto. It evaluated benefits created from direct interaction with programs, activities, and services, as well as indirect benefits from spending, employment, and procurement.

The study shows that Ottawans receive $5.17 in benefits for every $1 invested in the library system. In fact, the library generated $256 million in total benefits in Ottawa in 2015, a remarkable 417% return on investment. This return is comparable to other libraries in Ontario who have completed similar studies.

Overall, it is clear that the OPL provides a significant benefit to the community:

–          The benefit per resident is $266

–          The benefit per cardholder is $1,038

–          The benefit per hour of operation is $2,208

While the OPL provides a significant tangible return on investment, the impact of libraries on customers lives is not only captured in dollars and cents. To fully measure how well the OPL is realizing its vision, OPL will undertake a second phase to this study to assess the social impact, examining the broader benefits of library services on the community in Ottawa. Phase two is anticipated to be released in 2018.

La vision de la Bibliothèque publique d’Ottawa (BPO) est de créer une collectivité et de transformer des vies. Comme la Bibliothèque est une précieuse ressource communautaire, notre respect de cette vision ne doit pas simplement se mesurer par l’analyse de paramètres classiques comme l’achalandage et l’efficacité des opérations. Nous devons aussi mesurer ses retombées pour la population d’Ottawa.

J’ai donc le plaisir de vous présenter les résultats d’une étude sur les retombées économiques de la Bibliothèque publique d’Ottawa. L’étude s’appuie sur une méthodologie créée pour la Bibliothèque publique de Toronto par le Martin Prosperity Institute de l’Université de Toronto. Cette méthodologie consiste à mesurer les retombées directes des programmes, des activités et des services de la bibliothèque, ainsi que les retombées indirectes des dépenses, de l’emploi et des achats.

La publication de la deuxième partie est prévue pour 2018.
