SOLS / OLS-North Joint Announcement of HQ and CEO

Good Morning Colleagues,

In early 2020, the OLS-North and SOLS Boards announced they would explore merging the two organizations. A joint committee was struck and, with the guidance of legal counsel, undertook a due diligence process to determine the feasibility of creating a single Ontario Library Service to serve public libraries across the province of Ontario. This committee found there were no financial or legal impediments to amalgamating the two organizations and that it, in fact, offered more opportunities.

In June 2020, the SOLS and OLS-North boards struck a Transition Committee to negotiate an Amalgamation Agreement to create the new Ontario Library Service.  A final report from this Committee was submitted independently to the OLS-North and SOLS Boards at separate special meetings held on August 19, 2020.  After thorough discussion and consideration, both the OLS-North and SOLS Boards ratified the Amalgamation Agreement, Letters Patent of Amalgamation and By-Law for the Ontario Library Service.

As a part of this agreement, we would like to announce the following:

• The head office for the Ontario Library Service will be located at 334 Regent St. Sudbury, Ontario
• Barbara Franchetto will retire, effective March 31, 2021
• Mellissa D’Onofrio-Jones will become the CEO of the Ontario Library Service (OLS), effective April 1, 2021

OLS-North and SOLS Directors have led both Library Service Boards in examining all aspects of operations and a transition to a consolidated service.  We have already expanded shared training, technology and services over the last months, indicating Ontarians will benefit from an adaptable and successful amalgamation.  This is a logical next step towards fairly and equally supporting all of the public libraries in Ontario more efficiently by uniting the dedicated resources of these superior organizations.  Both boards view this new opportunity with optimism for a promising future.

The SOLS and OLS-North Boards would like to thank both Barbara and Mellissa for their strategic foresight in building a vision for a resilient provincial Ontario Library Service that will be well positioned, and better able to serve the Public Libraries of Ontario, well into the future.

Throughout this process, both the SOLS and OLS-North Boards’ single focus has been, and remains, providing the best programs and services to Ontario’s Public Libraries.

Au début de 2020, les conseils d’administration du SBO – Nord et du SBO – Sud ont annoncé qu’ils se pencheraient sur la possibilité de fusionner les deux organismes. Un comité mixte a été établi pour étudier le dossier. Le comité a effectué, avec le soutien de conseillers juridiques, une analyse approfondie de la faisabilité de la constitution d’un seul Service des bibliothèques de l’Ontario, qui serait au service des bibliothèques publiques de l’ensemble de la province. Le comité a déterminé qu’il n’y avait pas d’obstacles financiers ou juridiques à la fusion et, au contraire, qu’elle ouvrirait de nouvelles possibilités.

En juin 2020, le SBO – Sud et le SBO – Nord ont établi un comité de transition mandaté de négocier une entente de fusion. Ce comité a soumis son rapport aux conseils du SBO – Nord et du SBO – Sud lors de réunions extraordinaires distinctes, le 19 août 2020. À l’issue d’une discussion et d’un examen approfondis, les deux conseils ont ratifié l’entente de fusion, les lettres patentes et les règlements administratifs du Service des bibliothèques de l’Ontario. 

Nous annonçons ce qui suit, conformément aux modalités de l’entente de fusion :

• Le siège social du Service des bibliothèques de l’Ontario sera au 344, rue Regent, à Sudbury (Ontario).
• Barbara Franchetto prendra sa retraite le 31 mars 2021.
• Mellissa D’Onofrio-Jones deviendra directrice générale du Service des bibliothèques de l’Ontario le 1er avril 2021.

Les administrateurs et administratrices du SBO – Nord et du SBO – Sud ont examiné de manière approfondie toutes les facettes des activités ainsi que toutes possibilités entourant la création d’un organisme regroupé. Nous avons déjà approfondi la collaboration en matière de formation, de technologies et de services au cours des derniers mois. On constate donc déjà les avantages qu’une fusion fructueuse, réalisée en toute souplesse, apportera à la population de la province. Nous conjuguerons les ressources auparavant attribuées à deux organismes remarquables pour appuyer l’ensemble des bibliothèques publiques de façon équitable, juste et efficace. Les deux conseils entrevoient avec optimisme les possibilités qui se dégageront de cette démarche.

Les conseils du SBO – Sud et du SBO – Nord tiennent à remercier Barbara et Mellissa d’avoir fait preuve d’un esprit stratégique en échafaudant la vision d’un Service des bibliothèques de l’Ontario fort, résilient et bien placé pour servir nos bibliothèques pendant de nombreuses années à venir.

À chacune des étapes, les deux conseils ont été guidés par une préoccupation unique : assurer le maintien de programmes et de services exemplaires au profit des bibliothèques publiques de l’Ontario.
