Wondering what the priorities of your provincial ministry are going to be for the next 4 years?

The mandate letters for each ministry are now public. These letters, historically secret, essentially set out each Minister’s work plan and expectations by the Premier (however, each letter notes that priorities outlined are not exhaustive).

From here, the Ontario Public Service (bureaucracy) develops policies and programs to implement the priorities outlined in the letters.  

Overall, the nonprofit sector was mentioned only briefly across 30 mandate letters. In all letters, the Premier does include a nod to the sector: “I ask that you continue to build on the strong relationships we have with the Ontario Public Service, the broader public sector, other levels of government, and the private, non-profit and voluntary sectors.”

Ministry of Agriculture, Food and Rural Affairs: Engage and re-engage with provincial agriculture and rural organizations; implementation of the Rural Roadmap with cross-ministerial focus 

Ministry of Children and Youth Services: Child welfare; at-risk youth; Youth Jobs Strategy; supporting Poverty Reduction Strategy; mental health; special needs 

Ministry of Citizenship, Immigration and International Trade: Attract skilled newcomers; increase Francophone immigration

Ministry of Economic Development, Employment and Infrastructure: New 10-year, $2.5-billion Jobs and Prosperity Fund, including Eastern and Southwestern Ontario Development funds; new permanent Ontario Community Infrastructure Fund ($100 million); approach for Alternative Financing and Procurement (AFP) model (financing for $20 million+ infrastructure projects)

Ministry of Finance: Ontario Retirement Pension Plan; Community Benefit Agreements (CBAs)

Ministry of Government and Consumer Services: Improving procurement opportunities through government; explore shared services; new consumers’ bill of rights

Ministry of Municipal Affairs and Housing: Supportive housing, including for seniors, and collaboration with other ministries; review of the Long-term Affordable Housing Strategy working with a number of other ministries

Ministry of Training, Colleges and Universities: Canada-Ontario Job Grant; youth employment
